This is an interesting question, but suprisingly without any feed back.
I wish to input my thoughts, based on my theortical knowledge on chartering both in legal and operational aspects.

This issue has to deal with many other issues related to the carter party.

these are 1) when lay can commencing 2) has the issue of providing pre stowage plan dealt sufficiently in charter party? 3) NOR tendering and acceptence

another key issue to consider is, has there being any delays in commencing cargo operation upon vessel is actually alongside?

I had an issue, with one of the vessel i fixed as a broker, relating to Time Frame by which Stowage Plan should have been provided by the vessel.

The incidence has happened that vessel had provided the stowage plan after 5 days of fixing the vessel and that day was the weekend.
